Express Entry is the application system that Canada uses to manage skilled worker applications. It also is the most popular way to immigrate to Canada.

A job offer is not required to enter or be selected from the Express Entry pool. However, additional Comprehensive Ranking System (CRS) score points are awarded to those who already have a job.

In each draw, Immigration, Refugees and Citizenship Canada (IRCC) issues qualified candidates from the Express Entry pool an invitation to apply for permanent residence.

One of the most popular paths to immigrate to Canada without a job offer is the Provincial Nominee Programs (PNP).

Canadian provinces do not have the ability to give out permanent residency status. However, they can nominate you for PR if you have a profile in the federal Express Entry immigration system.

Applying for a provincial nomination is not the same as applying for Canadian PR. Rather, the province is effectively guaranteeing that IRCC will invite you to apply for PR in an Express Entry draw.

This is because nominated candidates get an additional 600 points for Express Entry CRS score. The additional 600 CRS points virtually guarantee you an invitation to apply for Canadian permanent residence in an Express Entry draw.
