Under the Provincial Nominee Programs (PNPs), Canada’s provincial and territorial governments are able to nominate individuals to reside in the province/territory as permanent residents in order to meet their economic needs. Candidates who are interested in being nominated for Canadian permanent residence must create an Expression of Interest (EOI) profile with SINP.

What is the Process for Saskatchewan Expression of Interest?

  1. Submit EOI profile.
  2. Enter EOI candidate pool.
  3. EOI candidates selected.
  4. Invitations to Apply issued via regular draws.
  5. Candidates submit full application within 60 days.
  6. SINP officials assess applications and make decision.

Those who complete an Expression of Interest profile automatically receive a score based on a number of criteria. You can find the criteria for the EOI point score in the SINP point assessment grid. SINP uses the EOI system to select the candidates that have the most potential to succeed in the regional labour market.

SINP awards candidates a score out of 100 according to the points assessment grid. The highest-scoring candidates are then issued an invitation to apply for a provincial nomination from Saskatchewan. Typically a candidate needs to score a minimum of 60 points on the SINP points assessment grid.

Candidates must also demonstrate their capacity to settle into life in Saskatchewan by listing their work experience, education, language ability, age, and connections to the province.

NOTE that in order to be invited by SINP, candidates must submit their Educational Credential Assessments (ECA) to show how their foreign degrees, diplomas, and certificates compare to Canadian credentials.

No job offer is required of candidates who have created SINP Expression of Interest profile in order to receive an invitation from SINP. However, candidates must have at least one year of work experience in an eligible skilled occupation related to their field of study.

SINP and Federal Express Entry System

SINP’s Express Entry sub-category is linked to the federal Express Entry system, which manages the pool of candidates for three of Canada’s main economic-class immigration programs: Federal Skilled Worker ClassFederal Skilled Trades Class, and Canadian Experience Class.

The SINP regularly searches the IRCC’s Express Entry pool to find candidates who may meet the criteria of one of Saskatchewan’s Express Entry immigration streams. The SINP collects individuals from the Express Entry Pool to personally invite them to live and work in Saskatchewan.

Federal Express Entry candidates who apply for and receive a SINP nomination receive an additional 600 points toward their Comprehensive Ranking System (CRS) score at the federal level, on top of the points that they have in the federal Express Entry pool. The additional 600 CRS points guarantees that the candidate will also receive an invitation to apply for Canadian permanent residence under the federal Express Entry system.
