Quebec’s Immigration to add over 71,000 Permanent Residents in 2022


Quebec’s Immigration is set for massive influx of new Canadian permanent residents in 2022. That is more than 42% from the 50,285 last year.

Canada’s Quebec province is trying to make up for immigrants who were unable to come at the height of the pandemic.

Canada’s federal government controls immigration to the provinces and territories. In 2020 Quebec Immigration was unable to welcome the 44,000 new permanent residents approved for the province. Only 25,225 new permanent residents landed in Quebec in 2020.

The Canadian province now faces a major labour shortage that is affecting the its economy. Therefore, Quebec Immigration says it will be targeting foreigners to meet its needs in the coming years.

Quebec’s Immigration facing acute labour shortages

Quebec Minister of Employment Jean Boulet stated that Quebec’s labour shortage is “acute” in all sectors and in all regions. He anticipates no less than 1.4 million vacant positions need to be filled by 2030.

“In the context of generalized scarcity, immigration is one of the options available to businesses,” he said. He also added that foreign skilled workers will be even more increasingly important over the coming years.

Quebec’s foreign affairs minister, Nadine Girault stated that the province must bolster its presence on the world stage. Particularly in French-speaking and francophile countries which are sources of skilled workers to Quebec.

Quebec’s Immigration expects rise in temporary foreign skilled workers

In 2021, Quebec had roughly 30,000 foreign skilled workers who worked in the province.

“With the simplified applications and the addition of several occupations, trades that will benefit from fast-track processing for temporary immigration, there will certainly be more (temporary foreign workers in Quebec) to meet the demands of Quebec businesses,” said Boulet.

Earlier this month, business and industry groups in Quebec lobbied the province to almost double Quebec immigration to resolve acute labour shortages there.

The reported consensus among industry groups is for Quebec to welcome 80,000 immigrants every year.

Véronique Proulx, president of the Manufacturiers et Exportateurs du Québec (MEQ) manufacturing and exporting industry association, also called for the province to receive as many as 90,000 immigrants annually.

“We know the labour shortages cannot be fixed in the blink of an eye and it will take a series of strategies working in tandem to reduce the impact of the lack of workers,” Proulx said in a statement in French.
