Quebec Immigration Plan 2023
Canada’s province of Quebec released Quebec Immigration Plan 2023 on December 8. The Plan’s immigration target is the same as 2022 – land 52,500 new permanent residents in 2023.
The province of Quebec administers its own immigration programs and the selection criteria are distinct from those of federal and other provincial immigration programs.
The Canadian province currently faces a major labour shortage that is affecting the its economy. Therefore, Quebec Immigration Department says it will be targeting foreigners to meet its needs in the coming years. The Department will also continue to select immigrants who speak French, especially from francophone countries.

Quebec facing acute labour shortages
Quebec Minister of Employment Jean Boulet stated that Quebec’s labour shortage is “acute” in all sectors and in all regions. He anticipates no less than 1.4 million vacant positions need to be filled by 2030.
“In the context of generalized scarcity, immigration is one of the options available to businesses,” he said. He also added that foreign skilled workers will be even more increasingly important over the coming years.
Quebec’s immigration plan is presented each year by the Department. It outlines the number of new permanent residents the province intends to admit in the coming year, as well as the categories in which it will admit them. The Department will hold consultations in 2023 to create a multi-year plan beginning in 2024.
Quebec’s foreign affairs minister, Nadine Girault stated that the province must bolster its presence on the world stage. Particularly in French-speaking and francophile countries which are sources of skilled workers to Quebec.
