Canada and USA announce new China travellers restrictions

Both Canada and USA have announced new COVID measures in response to ongoing surge of COVID-19 in China.

The UK science data company Airfinity estimates more than two million Covid cases a day in China, and 14,700 deaths.

Since China abandoned key parts of its “zero-Covid” strategy in December 2022, there have been reports of hospitals and crematoriums being overwhelmed.

More than a dozen nations have introduced travel restrictions on travellers from China. Beijing has criticised these as politically motivated and threatened to retaliate.

Canada travel restrictions

Starting January 5, 2023, Canada will require all inbound air travellers above the age of one to present a negative COVID-19 test result prior to boarding their flight to Canada from China, Hong Kong, or Macao.

Canada requires that the result presented by the traveller be from a test taken no more than two days before the traveller’s date of departure.

The test could be a negative molecular (such as a PCR test). It could also be a negative antigen test that has documentation that it was monitored by a telehealth service, an accredited laboratory, or testing provider.

Travellers who tested positive more than 10 days before their departure (but no more than 90 days) can provide documentation of their prior positive.

Travellers who are unable to provide a negative test result or documentation of a prior positive result will be denied boarding.

USA travel restrictions

The Centers for Disease Control and Prevention (CDC) has imposed new COVID-19 test requirements on travellers from China. Effective January 5, 2023,  travellers from China will be not be onboarded unless they present either: (a) a negative result for a qualifying COVID-19 test, or (b) sufficient documentation of having recovered from COVID-19.

Air passengers will also be required to confirm that the information they present is true by means of an attestation. 

The CDC Order applies regardless of citizenship or vaccination status. However, please note that, in addition to children under the age of two, the CDC Order excludes:

  • Passengers transiting China (for a period of 24 hours or less) en route to the United States; and
  • Passengers who have been in China for less than 24 hours.
