Express Entry and Distance Learning Degrees

Regarding degrees:
“Note: a Canadian degree, diploma or certificate must either have been earned at an accredited Canadian university, college, trade or technical school, or other institute in Canada. Distance learning counts, but only if it made up less than half your study.”

Does this only apply to Canadian degrees or also degrees from elsewhere? I was going to do an Distance Learning degree but now I’m afraid it won’t count. The degree is approved by WES:

Credential 1
Country of Education: Brazil
Name of Degree: Bacharel
Name of Institution: Universidade Estácio de Sá – UNESA
Equivalency in Canada: Bachelor’s degree (4 years)

Credential 2
Country of Education: Brazil
Name of Degree: Título de Mestre
Name of Institution: Universidade Estácio de Sá – UNESA
Equivalency in Canada: Master’s degree
