Canada 2021 PGP (Parents and Grandparents Program) invitations set for September 20

Canada’s new round of Invitations to Apply for the 2021 PGP (Parents and Grandparents Program) starts on September 20.

Canada will hold a lottery to invite 30,000 people to sponsor their parents and grandparents for Canada Permanent Residence.

In January 2021, Canada selected 10,000 potential sponsors from the 2020 PGP pool. The government then indicated that a further 30,000 would be invited later in 2021. That means a record of up to 40,000 applications will be accepted this year. See Canada releases 2021 PGP Parents and Grandparents Program Guidelines.

Immigration, Refugees and Citizenship Canada (IRCC) is sending out invitations over a two-week period beginning September 20.

Candidates have 60 days to submit a full 2021 PGP sponsorship application. The invitation letter clearly states the deadline date. IRCC sends invitations to the email the candidate included on the interest to sponsor form.

Family reunification remains a top priority for Canada. As well parental sponsorship continues to be in high demand.

The PGP allows Canadians and permanent residents (PR) to sponsor their parents/grandparents for Canadian PR. Approved Parents and grandparents may later apply for Canadian citizenship.

  • full legal protection, and
  • become a Canadian citizen

Eligibility for 2021 PGP

2021 PGP sponsors need to meet the program’s eligibility criteria.

In general, to be eligible for 2021 PGP, sponsors must:

  • Have completed an Interest to Sponsor form on IRCC’s website during the intake period;
  • Be a Canadian or permanent resident, or a registered Indian under the Canadian Indian Act;
  • 18 years of age or older;
  • Be residing in Canada and provide a proof of status during the Interest to Sponsor phase;
  • Exceed the minimum necessary income level and also provide proof of income to IRCC; and
  • Sign an undertaking
    • to financially support the sponsored for 20 years (starting when they become permanent residents); and
    • to repay any social assistance benefits paid to the sponsored family members (if applicable) for a period of 20 years.
    • Furthermore, sponsors in Quebec need to sign additional “undertaking” with the province of Quebec.

Applicants have to prove that they meet the minimum income requirements. You do this by submitting notices of assessment issued by the Canadian Revenue Agency (CRA) together with application.

According to the IRCC, the average processing time for an application is between 20 and 24 months.

2021 PGP Application Process

A sponsor who receives invitation has two applications to complete:

  1. Application to become a sponsor, and
  2. Application for permanent residence from the parents or grandparents

Both applications can be submitted online at the same time.

You should receive invitation before filling the forms. Those who apply without receiving an invitation will not be refunded the application fee.

Applicants who live in Quebec must follow that province’s steps to sponsor their parents and grandparents.

Citizens sponsoring their parents or grandparents need:

  • The date they became a Canadian citizen, and
  • Their UCI or client ID number

Both are on the back of the citizenship certificate.

  • Processing fees for the sponsor, the people being sponsored and their dependants
  • Right of Permanent Residence Fee, and also
  • Biometrics fee

Biometrics Fee

A biometrics fee is payable when the application is submitted. However, biometrics are collected after the application is submitted.

Other Fees

Candidate may also need to pay fees to third parties for:

  • Medical exam, as well as
  • Police certificate

  • Birth or adoption of children
  • Marriage or divorce, or
  • Death of an applicant or dependant

Super Visa Option
The Parent and Grandparent Super Visa (Super Visa) is another option for reuniting families.

The Super Visa is the most popular program for parental visits to Canada. Primarily because it is a much faster avenue for extended visits.

The Super Visa is a temporary resident permit. However, it allows parents and grandparents to stay for up to 2 years in Canada per visit.

Secondly, Canada Super Visa is valid for up to 10 years. And thirdly, Super Visa processing time is 8 weeks. Whether approved or not applicants are informed within 8 weeks.

The Super Visa is a popular option because it is available year round. It also has a lower income requirement than Canada’s Parents and Grandparents Program.

The Super Visa is ideal for parents in countries that require a Temporary Resident Visa (TRV) to Canada. This is because they can travel freely without re-applying for a TRV after six months.

Super Visa Eligibility requirements

Foremost, eligible parents and grandparents must meet standard visitor visa requirements. In addition, they must:

  • Provide a written commitment of financial support from their child or grandchild in Canada;
  • Show that the sponsor in Canada meets minimum income requirements;
  • Prove they have purchased Canadian health insurance for at least one year; and
  • Complete an immigration medical examination.

Depending on nationality, Parents/grandparents may require a Temporary Resident Visa in addition to the Super Visa.
